At Panel 2 of the Bangun Bangsa Conference 2026, titled “Understanding Why Social Programs Do Not Translate into Real and Lasting Impact,” Social Value Indonesia Chairperson, Purnomo, raised a fundamental question: why do social programs often fail to translate into meaningful and lasting impact?
To explore this, Purnomo presented the Diagnostic Framework — a way of thinking that maps three stages: Output (the immediate results of activities), Outcome (changes in people’s well-being), and Impact (changes in well-being that can genuinely be attributed to the intervention).
He highlighted three structural gaps that often cause social programs to stop at the output level: evaluation horizons that are too short, impact data isolated within a single division, and success claims that overlook the contributions of other stakeholders.
“What is actually most important is whether we continuously generate outcomes. Impact will happen when outcomes continue to occur,” said Purnomo during the forum, which carried the broader theme “Sustainable Community Growth: Shaping Indonesia’s Future Inclusive Economy.”
